FLARE Framework Unveiled to Assess the Value of Medical AI Beyond Accuracy
Researchers propose FLARE, a systematic framework for evaluating economic and real-world operational impacts before adopting AI in healthcare systems.
As the use of artificial intelligence (AI) in healthcare grows rapidly, most assessments focus on model accuracy rather than economic value and real-world implementation in healthcare facilities. A study published on arXiv on August 24, 2026, introduces FLARE, a systematic, uncertainty-aware framework for evaluating the financial and operational impacts of medical AI.
FLARE combines three core technologies and economic tools: fuzzy logic, time-driven activity-based costing (TDABC), and return on investment (ROI) analysis. This approach estimates clinical service costs, AI development and operating costs, and the potential economic outcomes of integrating AI into real-world workflows.
To demonstrate its feasibility, the researchers applied FLARE in an early health technology assessment case study involving AI-assisted detection of Large Vessel Occlusion within the acute ischemic stroke care pathway, providing a clearer picture of its potential value.
Frameworks like FLARE can help Thai hospitals and policymakers make better-informed decisions about purchasing or developing medical AI, reduce financial risk, and choose workflows that deliver the greatest real-world benefit to patients.
